The debate on governmental reform often takes one of these three turns: privatization, nationalization, or devolution. But none of the three narratives provides a comprehensive framework for reforming government organisations. For example, privatization might not always be possible nor advisable. Similarly, devolution of policy and regulatory roles can have adverse effects on efficiency. Nationalization, on the other hand, distorts markets and often leads to terrible outcomes.
How then should we think about changing government organisations? Osborne and Plastrik’s classic Banishing Bureaucracy: The Five Strategies for Reinventing Government lays out some general strategies for changing the DNA of government organisations.
